On the 5th of October last Lord Stanley had the honour to inform the Viscount de Ferriol that he was in communication with other Departments of Her Majesty's Government, with reference to a complaint, which the French Consul at Hong Kong, reported had been made to him by the Governor of that Colony in regard to the proceedings of the Captain of the French Mail Steamer Hooghly in having hoisted the Japanese
